Tri-State County Animal Response Team (CART)

Non-profit and all volunteer

Tri-State CART is a 501c(3) non-profit, all-volunteer group made up of local, trained citizens who want to ensure that, in the event of a declared disaster or emergency, planning and manpower are in place for the welfare of all animals affected.

Serving the tri-state areas of Ohio, Kentucky and Indiana for 31 counties.

Following Hurricane Katrina in 2005, the federal government recognized the need to plan for animals to expedite the evacuation of the humans. The PETS (Pets Evacuation and Transportation Standards) Act was signed by President Bush following Katrina, and is a federal mandate that state and local preparedness offices take into account pet owners, household pets and service animals when drawing up evacuation and emergency preparedness plans. Offices that fail to observe the PETS Act may not qualify for grants from the Federal Emergency Management Agency (FEMA). Local animal response teams would play a major role (along with shelters, rescues and national response teams) in the event of activation.

Formed in May of 2006, the Tri State County Animal Response Team is designed to work with local Emergency Management personnel during times of local disaster. Upon activation, Tri State CART will establish a temporary shelter to provide care and sheltering for the pets of displaced families until they can safely return to their homes.

OHIO: We are recognized as the official disaster response team for animals in southwest Ohio (Region 6 – Adams, Brown, Butler, Clermont, Clinton, Hamilton, Highland and Warren Counties) by the Ohio Department of Homeland Security and the Ohio Veterinary Emergency Responders (OVER.) OVER is the response team at the state level in Ohio and reports to the Department of Agriculture. CART is also part of the Ohio Volunteer Organizations Assisting in Disaster (VOAD).

KENTUCKY: We are recognized as the official disaster response team for animals in Northern Kentucky (Region 7 – Boone, Bracken, Campbell, Carroll, Gallatin, Grant, Harrison, Kenton, Owen, Pendleton and Scott Counties) by the Kentucky Emergency Management Directors and are a part of Kentucky Volunteer Organizations Assisting in Disaster (VOAD).

INDIANA: We are recognized as the official disaster response team for animals in southwestern Indiana (Region 9 -- Clark, Dearborn, Decatur, Floyd, Franklin, Harrison, Jefferson, Jennings, Ohio, Ripley, Scott and Switzerland Counties) by the Indiana Emergency Management Director and are a part of Indiana Volunteer Organizations Assisting in Disaster (VOAD)

During non-disaster times, Tri State CART holds training sessions for volunteers, dispenses educational materials, and makes presentations to the public and emergency personnel regarding disaster preparedness.

In 2010 CART was activated by Adams County and Brown County Emergency Management to assist with two separate dog seizure cases. CART assisted emergency personnel with the extraction of several dozen dogs and then provided daily care for the dogs pending disposition by the Court. CART has also assisted with animal transports/seizures/surrenders in Butler County, OH Highland County, OH, and Gallatin County in KY.
